A group of mercenaries, under the command of their leaders who are based outside of Iran, enter the country to carry out a series of sabotage operations with the aim of creating fear and terror. They engage in multiple thefts with special organization and coordination. One of them, Mansour Khaledar, who is engaged to Zahra, is identified. Zahra is the daughter of Atabakhsh, who has connections abroad. However, both Zahra and Mansour are killed by the mercenaries who are on the run. This operation gains wide political attention, and the case is referred to the Intelligence Department. A skilled officer, along with an operational team, gets involved to identify the mercenaries and neutralize the conspiracy.
